
Cyril Penn was named Director of Player Personnel for the Hamilton Tiger-Cats on January 10, 2025.
Penn previously spent four seasons with the Winnipeg Blue Bombers (2021-24), most recently serving as Assistant Director of Player Personnel under General Manager Ted Goveia. Penn began his tenure with the Blue Bombers as a scouting intern in 2021 and was the team’s U.S. National Scout for the 2022 and 2023 seasons.
Before his CFL career, Penn worked as a recruiting assistant for the University of Massachusetts Amherst football program and contributed to the College Gridiron Showcase All-Star event. He also has experience as a sports reporter and editor, having written for publications such as The 33rd Team, Silver and Black Pride, SB Nation, and the Napa Valley Register. During his time at The 33rd Team, Penn collaborated with former CFL head coach Marc Trestman and former NFL executives including Mike Tannenbaum, Joe Banner, and Rick Spielman.
The Sonoma, California native also has experience in football analytics at companies Sports Info Solutions and Atavus Football, and as a high school football coach.
